Background

A biofuel is difficult to define. Most of the fossil fuels we use are biological in nature. Perhaps we have to say that a biofuel is one that does not add to the stock of total carbon dioxide in the atmosphere. These are plant forms that, typically, remove carbon dioxide from the atmosphere, and give up the same amount when burnt. Naturally, all the other fossil fuels have done the same, but we are talking about a time scale of one or two years for the biofuels, whereas the fossil fuels can only be considered on a time scale measured in millions of years.

The biofuels are therefore considered to be "CO2 neutral", not adding to the carbon dioxide level in the atmosphere. The type of biofuel used will depend on a number of factors, chief amongst them being the available feedstock and the energy that can be used locally.

The conventional or fossil fuel resources are non renewable, polluting and therefore need to be used prudently as such resources are also limited. There is an urgent to need to address issues related to energy sources which are more viable, renewable and sustainable for partial replacement of fossil fuels. The crude oil price has been fluctuating in the world market and increasing significantly. Such severe fluctuation in prices are straining economies of the developing countries thereby making it essential to look for alternate sources of energies which can help in replacing the fossil fuels at least partially.

Gender considerations in implementing sustainable biofuel production methods, especially in rural areas, focuses on reducing the rural women's workload. This is achieved by creating opportunities for bio energy to enhance the food security and farmers income through food and fuel production. If biofuels can provide motor power or electricity that can be used for agro based activities it will allow women to take other types of enterprise which will result in additional income.

India's Biofuels Initiatives

India's energy demand has increased exponentially over the past decade. The dependency on external oil has had serious implications on our economy and environment. This growth has made it imperative to look for alternate energy sources.

Hence Government of India has been promoting the development of Biofuels as alternate means of energy for transport sector which will also generate rural employment and lead to protection of environment.

India has been pioneering the development of renewable energy sources for the past several decades and has been successful in energy generation through Solar, Wind and Biogas. However the field of biofuels still has a vast scope for development and needs to be researched for an integrated and sustainable improvement at implementation level. The bio fuel park project in Hassan, Karnataka has created the awareness among the farmers about bio diesel and possibilities of growing feed stock. The biofuel park programme involves providing superior mainly indigenous, saplings at the onset of monsoon season to the farmers free of cost. These samplings are obtained by locating naturally occurring high yielding biofuels plants across the district and grafting the scions of theses plants onto saplings.

We are pleased to inform you that the Council in collaboration with Biofuel Task Force, Government of Karnataka, is organizing a two day Brainstorming on "Opportunities in Biofuel Research". The objective is to promote R & D initiatives in the area of Biofuel cultivations, technologies and processes; which is fast emerging as the alternate energy source. The two day event, scheduled to be held on 15th and 16th of July 2010 at University of Agriculture Science (GKVK), Bangalore, will focus on the issues related to bio fuel and the challenges & opportunities that exists. Resource persons with rich experience in this area will be deliberating on this occasion along with officials from Department of Science and Technology and Department of Biotechnology Government of India. The broad topics which will be covered in the workshop are,

1. Biofuel crops agronomy
2. Processing and Value Addition
3. Quality and Standards
4. Third Generation Biofuels
5. Case Studies

In this context we seek the participation of your organization(s) including faculties / students who are pursuing or interested in embarking on research / studies (M.Sc, M.Tech., Projects) in this area or related fields. It is presumed that the brainstorming session will result in several research proposals by your institution(s) which could be submitted for consideration by Biofuel Task Force and / or DST / DBT Government of India.

As the sessions are going to be much focused we expect the participants to be well prepared to take the message forward and get encouraged to carryout R&D studies in their respective institutions. In this regard we have appended herewith a "Response Form" to be filled in by the interested Faculty / Student. The same may be sent by post or Emailed to: sondur@kscst.iisc.ernet.in to reach on or before 21-06-2010.

The short listed participants are entitled for return rail / bus fare (limited to A/C 3 tier by rail or bus fare) by shortest route and accommodation (from 14th evening till 16th evening).

As accommodation is limited, participants are requested to indicate their requirement for accommodation while returning the Response forms.
